The Challenge
Over 63% of Nigerians — more than 130 million people — live in multidimensional poverty, lacking reliable access to food, healthcare, education and housing. Previous welfare schemes never sustainably tackled the structural causes.

CBP is a nationwide social-welfare and digital benefits-transfer system that delivers Supplemental Nutrition Assistance (food benefits), direct cash transfers and related social services — cutting leakages through secure cards and mobile platforms.

Roadmap & Partnership
Pilot Phase (2026–2030)
250,000 SNAP cards distributed from March 2026, with 125,000 issued monthly, apportioned across states by poverty index.
Public–Private Partnership
A 10-year PPP: the Federal Government funds 60% and the 36 States & FCT 40%, ensuring joint ownership and accountability.
Statutory Framework (2030)
CBP transitions into a statutory framework enacted by an Act of Parliament, securing long-term, nationwide continuity.
